Board of Directors

The Fiber Optic Sensing Association is governed by an eleven-member Board of Directors.

Management Committee - Board Members

Dave Cunningham, Network Integrity Systems, Chairman

Dave Cunningham is the Vice President of Marketing for Network Integrity Systems. He has more than 25 years of experience in the optical fiber and electronics industry, including working as Tellabs’ Director of Global Marketing and Corning. Dave holds four US Patents on various fiber-related inventions.

Paul Dickinson, Dura-Line, Vice Chairman

Dr. Paul Dickinson is the Director of Technology Partnerships at Dura-Line. A telecom industry veteran of over 30 years, he began his career as an AT&T Bell Labs materials research scientist developing new optical fiber cable material formulations before moving on to a variety of different positions within Lucent Technologies and OFS. His prior experience includes leadership roles in R&D management, optical systems engineering, technology transfer & scale-up, marketing, and sales. Eight years ago, Paul joined Dura-Line to develop and execute on innovative new business development including strategic planning and solution development of fiber optic sensing solutions in a wide variety of vertical markets. Paul earned his bachelor’s degree in chemistry from Cornell University and Ph.D. in polymer science from the University of Connecticut’s Institute of Materials Science.

Paul Baird, Prysmian, Secretary

Paul Baird has 30 years work experience in the fiber optic cable industry. During his career he has worked for Corning, Draka, Sterlite (in India), and now Prysmian.  Baird’s various commercial roles include product management, market management, and applications engineering. He is currently product manager for Prysmian industrial optical cables for harsh environments and sensing applications.

Steven Koles, Hifi, Treasurer

Steven is currently the President & CEO of Hifi, a fiber optic sensing technology company (partly owned by Enbridge, Cenovus, and BDC).  Hifi possesses over 80 patents on specialized fiber optic technology, and AI / machine learning based software algorithms, designed for preventative pipeline leak detection. Prior to Hifi, Steven was with Steeper Energy, President & CEO of Hemisphere GPS, VP & GM at AOL (Time Warner) Canada, Senior VP at Group Telecom as well as several management positions at TELUS Corporation. Steven is a graduate from the Faculty of Business at the University of Alberta, as well as the University of Western Ontario’s Richard Ivey School of Business.  Steven has also received his ICD designation from the Institute of Corporate Directors.

Board Members

Mark Bradley, Corning

Mark Bradley is Director, Industrial Optical Networks, for Corning Optical Communications in Charlotte, NC, USA. He currently leads Corning efforts to innovate and grow OEM sales in industrial segments requiring harsh connectivity solutions. In his 35 year tenure in fiber optics at Corning, his responsibilities have included field engineering, manufacturing engineering, marketing, product management, and business development. Mark holds a Bachelor of Electrical Engineering from Georgia Tech and a Master of Business Administration from Duke University.

Mike Hines, OFS

Mike Hines is the Market Manager for Industrial Sensing with OFS, in Avon, CT, USA. His responsibilities include market, product and business development in Industrial Sensing for applications in upstream, mid-stream and downstream oil and gas markets, including downhole, pipeline, and reservoir monitoring. Mike is also actively involved with technologies to help bring value to the rail and perimeter security markets through distributed fiber optic sensing. With a background in marketing and economics, he is a twenty-five year veteran of the fiber optics industry, focusing on specialty optical fiber and associated technologies. Mike holds a Bachelor of Science degree in Marketing and a Master of Business Administration. He served as FOSA Chairman for two years, in 2018 and 2020.

Gareth Lees, AP Sensing

Dr. Gareth Lees has over 26 years’ experience working in photonics starting in 1993 at BT labs, UK. This was followed by a PhD in Optical Fiber Sensing from the Optoelectronics Research Center, University of Southampton, then a number of research positions with HP, Bookham and more recently Engineering Manager at Schlumberger Fiber Optics Technology Center. Dr. Lees is currently the Chief Technology Officer for AP Sensing. He served as FOSA Technology Committee Chair for two years, 2019-2020.

Chris Shannon, Fotech 
Chris Shannon has more than 30 years' experience growing tech companies from start-ups to thriving technology hubs. He brings his dynamic energy and expertise in the photonic and electronic industries to Fotech. Chris has developed and brought multiple cutting-edge technologies to market and is especially skilled at guiding organizations as they evolve. As CEO of Fotech, he pushes past perceived boundaries - including the greatest frontier of digitizing our cities with a billion sensors - to deliver innovative solutions for an ever-changing world.

JJ Williams, OptaSense

JJ Williams, Director of Infrastructure Monitoring at OptaSense, has been involved in more than 250 distributed fiber optic sensing projects over the last 13 years, with experience in multiple industries and geographies. Previously with the ventures group of QinetiQ plc (the FTSE250 science and technology company), JJ was part of the founding team of OptaSense in 2007, which has since become the world’s largest manufacturer of distributed fiber optic sensing systems. He is based in Houston and oversees the infrastructure monitoring business across the Americas in pipeline, rail, road and perimeter security verticals. He has a Bachelor of Science from the Cass Business School in London. JJ was proud to serve as FOSA Chairman in 2019.

Gary BoltonFiber Broadband Association

Gary Bolton serves as president and CEO of the Fiber Broadband Association - the largest trade association in the Americas dedicated to all-fiber-optic broadband. With more than three decades in the telecom industry, Bolton joined the Fiber Broadband Association as president and CEO in 2020 after serving on the association’s board as vice chairman, treasurer and vice chairs of public policy and marketing committees. Prior to taking the leadership role at the Fiber Broadband Association, Gary spent 11 years at ADTRAN serving as vice president of global marketing and government affairs. Gary is currently an adjunct professor in business administration and management science at the University of Alabama in Huntsville and he holds an MBA from Duke University and a BS in Electrical Engineering from North Carolina State University.

Kevin Morgan, Fiber Broadband Association

Kevin Morgan, Chair of the Fiber Broadband Association, is Chief Marketing Officer at Clearfield. Morgan has held various senior marketing positions at ADTRAN and spent nearly a decade at telephone operating company BellSouth, now a part of AT&T, where he worked as the lead product evaluations resource of broadband technologies in the Science & Technology department. Over his career, he has gained extensive experience in advanced communications technology, fiber optic systems, and business product marketing. Kevin holds an Electrical Engineering degree from Auburn University and an MBA from the University of Alabama.

Smart Cities Committee - Dr. Giovanni Milione, NEC 
Dr. Giovanni Milione is a researcher in the Optical Networking and Sensing Department, of NEC Laboratories America, Inc. in Princeton, NJ. His research includes high-speed & long distance fiber-optic communication, fiber-optic sensing, and machine learning based AI, for which he has 100+ patents and publications. Dr. Milione holds an MA, MPhil, and PhD in Physics, and is also a United States Army Veteran, being deployed for the Iraq & Afghanistan Wars.

FOSA Technology Outreach Committee Vice Chair - Anthony Grescavage, Nodeology

Anthony Grescavage is an emerging technology consultant in Pittsburgh, PA, with over 20 years of experience in spatial/geospatial technologies, remote and terrestrial sensors, geographic information systems (GIS), and systems development and integration. He has served as a driver of technological innovation in various industries, including transportation, energy, engineering, government, and military and defense. Anthony holds a Bachelor of Science in Information Technology from the University of Massachusetts and is also a United States Army Veteran, having served in Iraq.
